National Incident Management System (NIMS)

NIMS is a system mandated by Homeland Security Presidential Directive (HSPD) 5 that provides a consistent approach for federal, state, local and nongovernmental organizations to work together to prepare for, respond to, and recover from all types of emergencies. NIMS is part of the National Response Plan and is based upon the Incident Command System which is widely recognized as best practice in the field of emergency management. To ensure coordination and compatibility, the NIMS includes a core set of concepts, principles, and terminology. HSPD-5 identifies these as the Incident Command System; multi agency coordination systems; training; identification and management of resources; qualification and certification; and the collection, tracking, and reporting of incident information and incident resources. The President's directive is a requirement to receive federal funding.
