DisasterLANTM Local Responder (DLAN LR) is a custom version of the DisasterLAN crisis management solution scaled for small Emergency Operations Centers (EOCs). DLAN LR provides the tools necessary to log, monitor and share information related to emergencies of any kind. DLAN LR, an off-the-shelf, NIMScompliant, web-based incident command and resource management system is designed for use in an EOC during an emergency as well as 24/7/365 monitoring in a watch command center. Engineered to work out of the box, the software is up and running with minimal configuration and training.
DLAN LR is optimized for use by a single entity, such as a county or township, but can be used by anyone responsible for managing incidents and events. Although it is designed to run on a customer's internal local area network, the system can be opened up to a wider emergency management community via the Internet; this allows DLAN LR to serve as the central point for collaborative incident management. This ability to scale-up to meet the needs of a crisis is critical to emergency managers responding to rapidly changing conditions.

NIMS is a system mandated by Homeland Security Presidential Directive (HSPD) 5 that provides a consistent approach for federal, state, local and nongovernmental organizations to work together to prepare for, respond to, and recover from all types of emergencies. NIMS is part of the National Response Plan and is based upon the Incident Command System which is widely recognized as best practice in the field of emergency management. To ensure coordination and compatibility, the NIMS includes a core set of concepts, principles, and terminology. HSPD-5 identifies these as the Incident Command System; multi agency coordination systems; training; identification and management of resources; qualification and certification; and the collection, tracking, and reporting of incident information and incident resources. The President's directive is a requirement to receive federal funding.
