At the New York State Emergency Managers Association (NYSEMA) Conference this year, NYS DHSES Commissioner Jackie Bray called attention to the fact that there are fewer and fewer blue-sky days, urging Emergency Managers to think about what they need at the county level to handle this. State leadership believes that NYS Emergency Management personnel will need to “become experts in Communication”.
